How To Transfer A Vehicle’s Ownership Offline In Kolkata?

• Step 1: Firstly, the applicant or the seller prepares a selling agreement. In this selling agreement, the applicant needs to mention details about the registration certificate, details about insurance certificate, driving license, payment mode, the status of the ownership transfer, the buyer’s valid id proof (if required), the permanent address (if required), and the selling conditions.
• Step 2: Now, fill out the RTO forms 20,27,33 (for re-registration),28 (in case you need to issue NOC), and 29 (if the RTO is different) and sign them. 
• Step 3: Next, submit the documents (current address proof of the seller (PAN, Voter, or Aadhar card), copy of the current registration certificate, a copy of driving license (if required), id proof of the buyer, address proof of the applicant (Voter, PAN or Aadhar card), toll tax calculator (if required), Pollution Under Control certificate, insurance certificate) 
• Step 4: Now, the applicant or buyer must pay the road tax. 
• Step 5: Once the road tax payment is complete, the RTO office will send an acknowledgement form to the applicant. Please keep it safe.
• Step 6: Once you pay the road tax, pay the required registration fee to get the new Registration certificate.
• Step 7: After the completion of the payment, the RTO office will verify the documents.

How To Transfer A Vehicle’s Ownership Online In Kolkata?

• Step 1: Firstly, open the official website of ParivahanSewa.
• Step 2: Select the Online Services option. 
• Step 3: Click on the Vehicle-Related Services option.  
• Step 4: Next, enter your vehicle’s registration number.
• Step 5: Click on Proceed.
• Step 6: Now, click on the Misc (TO/CoA/HPA/HPS/HPT/DupRC).
• Step 7: Next, enter your phone number.
• Step 8: Now, tap on the generate OTP button to generate OTP.
• Step 9: Now, enter the OTP after generating it. 
• Step 10: Now, select the Show Details option. 
• Step 11: After tapping on the Show Details option, you will get the Application Selection option. Select that.
• Step 12: Now, click on the Transfer of Ownership option.
• Step 13: Enter the necessary details: driving license, address proof of the seller, the payment address of the applicant, a copy of a valid id proof of the buyer, insurance certificate of the vehicle, etc.

• Step 15: Once you complete the payment, keep the soft copies of the payment receipt, the RTO forms, and the payment receipt saved on your device. 
• Step 16: Print them out and sign on them.
• Step 17: Now, submit the filled-out RTO forms, a copy of the vehicle’s current registration certificate, Pollution Under Control certificate, insurance certificate, and driving license to the RTO office. 
• Step 18: After the completion of the payment procedure, the RTO office starts verifying the documents.
• Step 19: Once the RTO is done with the verification; the new owner receives the soft copy of the new registration certificate via email or post within fifteen days.

Transfer Of Ownership On Death Of The Owner Of The Vehicle:

Are you worried about selling a 2nd hand car as the owner of the vehicle is dead? Do not worry! You can sell the vehicle once you transfer the same ownership to the new buyer. 

Now, follow the below-mentioned steps to know how you can transfer a vehicle’s ownership if the official owner of the vehicle is dead. 

• Step 1: First, the applicant must apply to obtain a succession certificate from the Regional court or SDM. This is compulsory to sell a vehicle if the owner of the vehicle is dead.
• Step 2: Now, fill out the required RTO forms. For re-registration, fill out Forms 20,27, 30 and 33. But If it is an interstate ownership transfer or the vehicle is under hypothecation, fill out Form 28, and if the RTO is different, then fill out form 29. 
• Step 3: Provide the documents to the RTO office: the succession letter of the applicant, the applicant’s address proof (PAN, Aadhar or Voter card), valid id proof of the buyer, the owner’s death certificate, passport-size photograph of the buyer, insurance details of the vehicle, driving license (if required), a copy of the vehicle’s current Registration certificate, and PUC certificate and the RTO forms you have filled out.
• Step 4: Now, pay the road tax.
• Step 5: After the road tax payment is complete, pay the required amount to get the new R.C book. 
• Step 6: After the payment, the RTO starts verifying the documents.
• Step 7: The RTO office will send a new R.C book to the owner after the verification of the documents.

Note: The whole process takes around fifteen days to complete.

Transfer Of Ownership Of Vehicle Purchased In A Public Auction:

• Step 1: First, the seller or the applicant must fill out RTO forms 20,27,30,33 (for re-registration, Form 28 (in case of an interstate vehicle ownership transfer), and Form 29 (if the RTO is different).
• Step 2: Now, submit the filled-out RTO forms and the documents: a certificate confirming that the vehicle is sold, the chassis and engine pencil print (if required), valid id proof of the buyer, valid utility bill (phone bill, gas electricity bill), the sold vehicle’s insurance certificate, a copy of Registration Certificate, address proof of the applicant passport size photograph of the buyer, Pollution Under Control Certificate, birth certificate of the buyer (if required), the buyer undertaking, a certified copy of the government’s order proving the permission for the auction, to the RTO. 
• Step 3: Pay the road tax after filling out the RTO forms.
• Step 4: When you get the acknowledgement certificate after paying the road tax from the RTO, keep it safe.
